Japan has decided to send additional replacement troops to Siberia as the result of the failure of the Dairen negotiations with the Chita. Government. A CANADIAN LOAN. Ottawa, April 17. It is learned that Canada is planning a 250-million dollar loan to meet maturing obligations and to provide for deficiencies between revenue and expenditure.
