DIFFICULT TASK TO FACE. By Telegraph.—Press Assn.—Copyright. Received April 17, 7.35 p.m. Capetown, April 16. Mr. Boydell, Labor leader, addressing the annual congress of the Cape Province Labor Federation, said there was no country in the world where labor organisations had such a difficult task to face as in >South Africa, because there were so many social questions cutting across the economic problems. South Africa was the last stronghold of the capital class, because the Government was sympathetic to capitalists. No other country had among its employees such a large reservoir of cheap labor. Senator Fraser advised that whenever martial law was proclaimed a general strike should be declared. A resolution was submitted, in favor of the Federation of Labor embracing colored workers. —Aus.-N.Z. Cable Assn.
