McCallum was appointed on the casting vote of the chairman. Notice to rescind the motion was at once given, and a special meeting of the council was held to-day to deal with this motion. After considerable discussion it was decided by a majority of one vote to rescind the motion and to offer the position ot Dr. C. E. Hercua, who has been carrying out the duties of the position since Dr. Champtaloup’s retirement.
