NAVAL HOLIDAY.
JAPAN MAKES A START. Received March 23, 9.5 p.m. Tokio, March 22. Japan has taken the first step in the execution of the Naval Treaty by withdrawing the destroyers Asagiri, Murasame, Asahiwo and Shirakumo from active service. They will be used as targets.
