MESOPOTAMIA FIELDS. BRITISH CONCESSIONS. DISPUTE WITH AMERICA. By Telegraph.—Press Assn. —Copyright. Received March 17, 9? 10 p.m. Washington, March 16. It is understood that Mr. C. E. Hughes (Secretary for State) recently despatched to the British Government a note dealing with the question of American rights in Mesopotamian petroleum concessions, resuming the negotiations begun during exPresident Wilson’s administration. It is believed the note was a reply to Lord Curzon’s communication of February 28, 1921, which declared that a British corporation obtained a concession from the Turkish Government before the war for the exploitation of all oil lands in Mesopotamia, and, therefore, it was impossible for Britain to accede to the American contention that the interests of the United States should have an equal share of the oil development in Mesopotamia.

It is understood that Mr. Hughes endorsed the contention of the ex-Secretary for State (Mr. Colby) that the United States was entitled to equal rights. Mr. Hughes also disputed the validity of the Turkish petroleum concession.—Aus.-N.Z. Cable Assn.
