Received March 7, 5.5 p.m. Washington, March 6. * The Republicans have begun a fight in the Senate in support of the Four-Power Pacific Treaty. Senator New, in a speech, stated that there was not even a covert threat of force in the treaty. It did not go beyond the principle of compulsory arbitration, and as the United States for many years had been committed to arbitration as a proper means of settling international differences the present treaty was not an infringement of traditional policies.
