President Harding, replying to Senator Hitchcock’s resolution, informed the Senate that no records were kept of the conversations leading to the Four Power Pacific Treaty. The conversation was purely informal and, even if there were records, the President would regard it as incompatible with public policy to reveal them. He reassured the Senate that there was no secret understanding of any sort. The Foreign Relations Committee voted ten to one in favor of the treaty with Japan regarding the Yap Pacific cables.
