Hughes, replying to the felicitations of the Pan-American Union in regard to the Armaments Conference, said: “I take it the Powers not represented at this conference will voluntarily very largely limit their expenditures for naval and military purposes because of the public opinion aroused throughout the world through the work of the conference.
