The conference formally adopted this and the*tariff treaty.

The Chinese tariff treaty revises the Customs duties and makes them equivalent to 5 per cent, ad valorem. The revision commission will meet at the earliest opportunity and introduce the change as soon as possible, it is hoped within the next four months. A special revision conference will be called four vears hence, after which there will be periodical revisions designed to increase China’s revenue.

Mr. Hughes explained that China had made a declaration not to alienate any of her territory. This declaration was not included in the treaty but was formally adopted by the conference, which also adopted a resolution regarding the Chinese eastern railway, providing that China shall protect the creditors.
