EXTENSION OF MAINS. PROPOSED LOAN EXPENDITURE. POSITION IN NEW PLYMOUTH. A list of proposed expenditure out of the waterworks loan of £lO,OOO was submitted to the New Plymouth Borough Counci’ at last night's meeting by the engineer (Mr. W H. Cook). The amended schedule is as follows: Fitzroy area.—Waiwaka Terrace, JO chains 4in. balance 2in., £472; Newton Street, 12 chains 4in., £312; Fitzroy Road, 10 chains 4in., £260. Total, £1044. Central area.—Courtenay Street, 3 chains 4in., £7B; Powderham Street. iy 2 chains 4in., £42; John Street, 11 chain? 4in., £286; Cutfield Road, 3 chains 4in., £7B; Gaine Street, 11 chains 2in., £154; -Bracken Street, 7 chains lin., £72; Gladstone Street, 7 chains l%ia>* £B4. Total, £794. Breakwater area.—French Street, 7 chains 4in., £lB*2; Kitchener Street, 7 chains 4in., £182; Wakefield Street. 7 chains 2in., £93; Mission Street, 30 chains 4in., £7BO. Total, £1237. Vogeltown■ area.—Brooklands Road, 40 chains 2in., £560; Brooklands Road. 30 cSaing lin., £306; Frankley Road, 2 chains 4in., £52. Total, £9lB. Westown area.—Dorset Road, 9 chains 4in.. £234; Dorset extension, 9 chains 2in., £119; Dorset extension, 8 chains lin., £B2; Dartmoor, 5J chains 4in., £143; Belt, 14* chains 4in., £377. Total. £955. Allowances were made for £3OO for castings, valves, etc., and £862 for contingencies, including first year’s interest, £560. This brought the total to £6lOO. Following a request from the council at the previous meeting, the engineer also submitted an estimate for extending the main tc Frankley Road. The proposed route was across country, approximately 60 chains to Tukapa Road, the approximate cost, being £l6OO. If this was included in the schedule it would leave a balance not allocated of £2lOO. When the report was discussed the Mayor (Mr. F. E. Wilson) moved that the schedule be approved, with the exception of the proposed Frankley-Tu-kapa line. Cr. W. Rumball seconded. Cr. J. Brown objected to a 2in. pipe being laid in Wakefield Street, expressing the opinion that a lin. pipe would be sufficient. He also opposed the expend’+ure of £560 for 40 chains of piping on the Brooklands Road, stating that the number of houses did not warrant this outlay. Cr. J. Kibby thought that it might be of benefit to the council to let some of the work on contract, but the Mayor replied that the council had always been against the idea of outsiders work* ing on the mains. Cr. Kibby, during further discussion, moved that all streets for which the small pipes of one to two inches had been suggested be deleted. He contended the council had no right to spend loan money on small works; the expenditure should be on mains of a permanent nature. Cr. R. L. Parkin agreed with Cr. Brown that the amount allotted to Brooklands Road was rather big. Cr. Griffiths replied that this was probably the oldest-standing application for water remaining on the bookn of the council. Residents in this locality had come into the borough to enable other suburbs to run trams, and it would not be “playing fair” if tho council was now to refuse this expenditure, for which the ratepayers nad been waiting so long. The motion was subsequently carried, the schedule being approved. Cr. Kibby moved that tenders be call* ed for the supply of pipes and tha laying of the mains. Cr. Brown seconded. Cr. Blaokhall and the Mayor opposed the motion, and on being put it waa lost. A resolution was then carried aiitn•orising the purchase of pipes.
