Le Journal, discussing the Near East, says: “Behind the frontier question is that if war starts we must know whether the Power which is mistress of the seas will dominate the great maritime passages, or whether Constantinople will be left with a minimum indispensible to independence. An;? other solution will meet with the Turks’ stubborn opposition.
