The Irish Congress is debating the problem of the nationality of Irishmen lifing in British Dominions. An Australian delegate emphatically declared that he was an Australian first and an Irishman second, and a South African expressed himself similarly. A delegate representing Irishmen living in Scotland said they were Irish citizens living in Scotland and not British citizens.
