DEALING WITH REBELS. A CONFERENCE VETOED. By Telegraph.—Press Assn.—Copyright. Delhi, Jan. 21. The auxiliary police have captured another rebel leader with six followers, constituting a small band who were cutting telegraph wires and looting near Wynad. Kunhamed Haji and six others have been executed at Malappuram. The Council of State devoted practically the whole day to discussion of the Government's policy towards the extremists. On a motion for a round table conference, the mover stated that the situation to-day was as critical as at any time during the British occupation, not excepting the Mutiny.

The Home Secretary made a strong speech, pointing out that Mr. Gandhi did not want a conference or settlement, except on his own impossible terms, and the Government could not accept the motion, as it would only be a source of encouragement to the forces of disorder.
