NEW CONSTITUTION WANTED. By Telegraph.—Fr*ss Assn —copyrightPeking, Dec? 29. General Chang Tsaolin, military Governor of Manchuria, who took a leading part in form-ing the Government under Liong Shihyi, made a statement to the effect that the Government by its occidental constitution was a failure, therefore they proposed to assemble Parliament to frame a new constitution suited to the temperament of the people. Unity had hitherto been impossible because officialdom was corrupt and lacking the confidence of the provinces. The native Press is preparing a campaign for the presentation next year of Hsu Shih Chang as president, and himself as vice-president. The correspondent adds that there is an entire change in the Chinese Press, which is also exhorting the Chinese delegation at Washington to insist on the Conference discussing the 21 demands. The American Legation formally protested to the Government against the presence in Peking of General Chingyao, formerly military Governor of the province, whose troops killed the Rev. Mr. Reimert. an American missionary, in June, 1920. The Legation pointed out that its former demands for the punishment of Chingyao had brought no result, and it is asking the Government now to take action. This is embarrassing to the Government, since Chingyao is one of the follows of Chang Tsaolin, and the latter, who helped to form the new Government, is protecting Ghingyao from arrest.
