PLAN FOR REFORM. By Telegraph.—Press Assn —Copyright. London,. Dec. 19. The Daily Herald announces that the Premier's plan fori the reform of the House of Lords repeals the Parliament Act of 1911, where it concerns ordinary legislation, and establishes a chamber comprising a minority of hereditary peers choSen from the whole body, a majority of life peers, nominated by the Grown, a number of distinguished public servants, including<epresentatives of the Dominions, also prominent members of the House of Commons.
The intention is alleged to be to dish the Labor Party if ever it comes to power.
