HOPES OF SETTLEMENT. (From the Special Representative of the Australian Press Assn.) Received Dec. 18, 5.5 p.m. Washington, Dec. 16. There is every indication that the Shantung railway question is approaching a final agreement, China buying it back on a basis of repaying the German owners and reimbursing Japan for the money it has spent. The delegates are now discussing details as to the manner of repayment, China wanting a short loan and Japan a long one.
