A COMMUNIST PROPOSAL. WORK RESUMED. By Telegraph.—Press Assn.—Copyright. Vienna, Dec. 3. The police made domiciliary visits to Communist newspaper offices, arrest/ ing a leader whom the Social Democrats refuse to assist. In the Vienna Workmen’s Council, on which 90 per cent, of the menlbers are Social Democrats, and 10 per cent. Communists, the latter suggested that the Government should Seize without compensation, foreign bank-notes, all articles of gold and silver, jewels, and works of art, whether they belong to the rich or the church; also to introduce a capital levy. If the Government refused these demands within a fortnight, the masses must be called on ■to rise and enforce the demands. The coupcil did not favor the proposal, and induced the workers of Vienna to resume work, thus ending the partial strike that has been going on since Wednesday. The shops and cafes are re-opening. It is stated that the estimated damage through the rioting on Thursday amounted to £40,(|00. Life in the city is now normal, even the Communist workmen have returned to the factories.
