PACIFIC PROBLEMS.

The Washington correspondent of the Daily News says: “There is no question of an actual treaty between Britain, Japan and the United States, because the .Senate would almost certainly reject it if it is proposed. France, moreover, is evidently desirous of ’ inclusion. We cannot exclude her, though the smaller the circle of Powers the more specific and binding the agreement is likely to be. I have reason to believe an emphatic cable by the first British delegate was responsible for defeating the discreditable opposition by certain members of the British Cabinet to giving up Weihaiwei.” Received Dee. 7, 12.10 a.m. Paris, Dec. 6. The Temps, commenting on the An-glo-Japanese agreement, declares that anything which consolidates peace is agreeable, to Frenchmen. The Pacific alliance will be welcomed by France, but the Temps is astonished that America, which was unable to ratify a treaty of guarantee for France, because it implied foreign responsibilities, is able to contemplate the conclusion of an alliance which is connected with the most embarrassing foreign problems. The Temps is likewise painfully surprised, in view of her possession in Indo-China, that there is apparently no place for France in the alliance.—Aus.N.Z. Cable Assn.
