London, axov. 30. The-Daily Mail says the new Irish scheme involves full self-government for the South with the addition of second Chambers, which can by consent become a joint Senate. The plan leaves the North intact except for a few concessions. The financial machinery will be adjusted to make the settlement easy and advantageous to both South and North. Sinn Fein has raised difficulties as to the meaning of certain vital points. Mr. Lloyd George’s new proposals include allegiance in the sense accepted by the Dominions, a commission to delimitate the political and religious boundaries of Tyrone and Fermanagh. It stated that Ulster will not seriously object to the latter, which would make Ulster a more compact- Protestant area. The suggestion that Ulster should receive fiscal autonomy is rejected. Mr. Barton has taken to Dublin a draft of Mr. Lloyd George’s new proposals. which the Sinn Fein Cabinet will consider. If it gives an indication of readiness to discuss them the British Government will submit the scheme to Ulster, whereby Ireland will be created a Dominion. Ulster to have the option of joining the Dominion Parliament at any Lime. ° S»inn Fein will give allegiance to the Crown under a form. ULSTER MINISTER’S SALARIES. Received Dec. 2, 8.5 p.m. . London, Dec. 1. The Ulster Parliament decided that the Premier’s salary should be £3200 and other Ministers should receive £2OOO each. IRISH CONSTABULARY. REFUSES TRANSFER TO ULSTER. London, Dec. 1. The Royal Irish Constabulary has demanded to be disbanded rather than be transferred to Ulster, as they refuse to serve any Government except that of the English Parliament.
