SOVIET AFFAIRS.

REBELLION IN THE NORTH. By Telegraph.—Prew Assn.—Copyright. Helsingfors, Nov. 16. An anti-Soviet rebellion has broken out in East Karelia. The peasants have taken control of ten districts and torn up the Murman railway in three places. FRANCE REFUSES DEALING. Paris, Nov. 16. The persistent refusal of France to have dealings with the Soviet is shown in a Note the Foreign Minister addressed to the British Embassy. The Note considers relations with the Soviet useless and dangerous and points out that the Soviet’s promise to recognise debts excludes war debts and also compensation to foreign nationals dispossessed of their goods.
