Received Nov. 4, 10.‘5 p.m. Tokio, Nov. 3 Lord Northcliffe addressed newspaper publishers, and advocated full publicity regarding the Washington Conference. He declared, in an interview, that the Anglo-Japanese alliance had outlived its usefulness, and that sentiment was against its continuance.
