JAPAN AND RUSSIA.
QUESTION OF SAKHALIEN FORCES. By Telegraph-—Press Assn —Copyright. Washington, Nov. 1. It is learned that Japan informed the United States that she is not yet ready to withdraw the military from the northern half of Sakhalxen Island. Japan’s intention to retain troops in Sakhalien is based on the claim that the southern half of the island belongs io Japan and the northern half to Russia. Japan cannot withdraw from the latter until there is a_Russian Government which will make proper reparation for the massacre of Japanese subjects at Nicholaievsk in 1920. Japan’s statement was made in reply to Mr. Hughes' inquiry.
