SHANTUNG PROBLEM.

It is announced that China’s fundamental attitnde regarding Shantung is still the same a* a year ago, when the Government cabled its League of Nations representatives the following views which the Government publishes for the first time. The conditions proposed were: (1) Chin* will take back the entire lease of the territory, making Tsingtao an open port governed by th? Chinese Administrative Bureau; (2) China wHI not recognise forcible purchase® of land by the Japaneee since the latter’s military occupation: (3) all former German Gov eramrat property in Tsingtao will be controlled by the Chinese Maritime Customs. with the exception of the fortification, which the Chinese Government wHI control; the Shantung salt fields must be returned to China; (4J The TsinanfuShuatesfu and Kaomi-Hsuchofu railroads will be managed by consortiums, the Tsingtao-Tainanfu main line will be operated by the China Railway, the shares belonging to the German Government will be equal lv divided between China and Japan: (5) all mine- along the former German railways will be conducted by joint China-Japanese enterprises. ultimately becoming absolutely Uimese; («) Japanese troops will be * withdrawn from Shantung immediately; (7) the and TsingtaoChefoo cables must be restored to China; (8) Japan must waive all rights to the privileges formerly enjoyed by the Germans through the Chino-German treaties, except where mutual agreement is reached.
