The New York World’s Washington correspondent says it is understood Japan has withdrawn her qualifications in connection with her acceptance to the invitation to the Armament Conference, namely that she would not approve of discussion of matters already settled or concerning only an individual nation. This represents the biggest progress in American diplomacy since the conference was announced, and in some quarters it is considered as removing the greatest danger to the success of the conference. The correspondent understands that President Harding agrees that the large and increasing population of Japan must overflow, and since the United States and the British Dominions have closed their doors, the door must be left open in other directions.
