FURTHER JAPANESE NOTE. Tokio, Oct. 21. A Japanese memorandum has been handed to China regarding Shantung. It repeats that Japan is ready to negotiate at any time and requests China to reconsider her last disappointing reply. It hints broadlv at the impossibility of the return of the Shantung railway to complete Chinese control under existing conditions in China. It recalls that China wsm recognised at Versailles when ratifying the Chinese-German treaty, therefore her refusal to negotiate because she did not sign the treaty at Versailles is not warranted. The Note is couched in friendly term:-, but is frank on some points.
