PROBLEM IN BRITAIN. BILL IN PARLIAMENT. PASSAGE ASSURED. By Telegraph.—press Assn.—Copyright. Received Oct. 21, 11.35 p.m. London, Oct. 21. The debate on the Unemployment Bill was resumed in the House of Commons to-day. Mr, J. Devlin (Nationalist) denounced the Government because Ireland was not included in the scheme, while having to contribute taxation, from which the money comes to finance the proposals, Mr. J. H. Thomas (Labor) attached most importance to the Government's guarantee of £25,000.000 for capital for enterprise. Mr. J. Sexton (Labor) criticised the emigration proposals, insisting that men be settled uu the land in this country. The Bill was read a first time. Laborites will not obstruct the passage of the measure, but they have tabled an amendment opposing the .twopenny levy on the ground of its inadequacy and the burden it places on certain industries, and the exemption of the wealthier classes. London. Oct. 20. It is understood the Party have decided to submit amendments to the Government unemployment proposals with a view to making them more elastic.
