Wellington, Last Night, dpeaking in the House to-night, Mr. Massey said he recognised that the financial stringency wouid come, but he was bound to admit that it was more severe than he anticipated. To meet it he had been working in several directions. His first effort was in the direction of keeping up the credit of the country. Secondly. he was striving to keep down ths rate of interest to those settlers who had to work on borrowed capital. Again, he had tned to keep up the population of the country by introducing the beet eii« of settlers. He deprecated a pessimistic spirit, which, he was sorry to see, prevailed in many quarters, because if we developed that spirit we would not get the class of immigrants we require.
