ARMAMENT PROBLEM.
ATTITUDE OF JAPAN. POLICY OF PEACE. AGENDA ACCEPTED. By Telegraph.— Press Assn.— Copyright. New York, Oct. 19. The first contingent of the Japanese conference delegation has arrived. Count Kato, in a statement, said it must be utopian to hope that the objectives of the conference would be the absolute prevention of- war. but great strides in that direction were possible through its agencies. Every effort should be made to make it impossible for a nation to resort to arms for the advancement of its ambitions. Japan, the United State®, and Britain, facing »ach other across the Atlantic and Pacific, should use the natural advantages >f their island domains and possessions ind the ocean highways, not for the purpose of hostilities, but for the advancement of free communication® and the interchange of the fruits of civilisation. All armaments should be based an the bare necessity of safety only. The ultimate success of the Conference vaa assured if this principle could be • borough!y digested by the various naReceived Oct. 20, 10.25 pan. Washington, Oct. 19. Japan, in her final communication to the State Department relative to the armament conference agenda, accepted the subjects without change. It is known that in one subject the Government made a suggestion of an addition, but its nature is not determinable. The United States is pleased at Japan’s attitude, as it expected Tokio to recommend reservaAiODS.
