THE LEAGUE’S SCHEME. FAITH IN ITS VALUE. By Telegraph.—Press Assn —Copyright. Received Oct. 16, 5.5 p.m. London, Oct. 15. Mr. A. J. Balfour, interviewed on his return from Geneva, stated that some foreign journals alleged that the council of the League, in dealing with Silesia, was merely a puppet of the various Governments, but the suggestion was absolutely without foundation. The council was left severely alone to grapple with the problem, which was exceedingly difficult through the intermingling of populations. He believed that notwithstanding the natural objection against cutting the industrial area in two, the regulations elaborated would immensely diminish inconvenience, and if both parties show ordinary prudence and a sense of self interest, they would be able to make a workable proposition of the scheme. Ho could not imagine any policy more fatal than for Germany to seek to wreck the scheme, especially as German industries were safeguarded.—Aus.-N.Z. Cable Assn. DECISION OF THE LEAGUE. TERMS OF SETTLEMENT. London, Oct. 13. The League of Nations explains that delegates from Belgium, Brazil, China and Spain decided the Silesian problem, which could not be solved by drawing a line based the plebiscite or economic considerations. Therefore it was decided that there must be adequate safeguards against the disruption of the existing economic conditions. The scheme includes the impartial management of railways, water and electric light for a term of years, and the abolition of Customs duties on such products as coal. INFLUENCE ON THE MARK. ».•••••• Berlin, Oct. 13. Financiers are taking steps to prevent the withdrawal of marks from Upper Silesia into Poland. It is reported the great banks are already withdrawing all currency to prevent further depreciation of the mark if the Poles secure large quantities of German notes —Aus.-N.Z. Cable Assn.
