THE SHANTUNG QUESTION.
JAPAN’S ACTION UNDECIDED. By Telegraph.—Tress Assn. —Copyright. Tokio, Oct. 10. The"* Cabinet Council has not yet decided Japan’s course in view of the Chinese refusal to accept the Shantung settlement. Three courses are open, according to t-he Foreign Office, namely, to drop the matter entirely, maintaining the status quo pending overtures from Peking; secondly, to refer the matter to the Washington Conference; and, thirdly, to discuss the matter at Washington outside the conference. A DEADLOCK REACHED. OUTSIDE MEDIATION. Received Oct. 11, 8.5 p.m. Tokio, Oct. 10. Official circles think Japan is likely to request President Harding to mediate personally in the Shantung controversy between Japan and China without reference to the Armament Conference. The diplomatic advisory council to Cabinet is expected to consider this course during the coming week’s meeting. Japan is expected to ignore China’s latest note, leaving things as they are, either uiftil outside mediation settles’ them or China asks for a resumption of negotiations.
