Mr. Dawson Bates, Home Secretary to the Ulster Government, speaking in Belfast, declared that the officials of Dublin Castle were alone responsible for the awful ssenes recently enacted in Belfast. They had fettered the police and the military authorities owing to the truce. Personally they had no power to deal with the situation until the police and military services were transferred to the Ulster Gov-ernment.—Aus.-N.Z. Cable Assn.
