THE MAIN CAUSE. REFUSAL OF LOWER WAGES. By Telegraph.—Press Assn —Copyright. New York, Sept. 27. Mr. R ,F. Philps, director of Labor statistics in the Massachusetts Labor Department, giving evidence before the Unemployment Committee, declared that the workers’ refusal to accept reduced •wages was one of the main causes of the present emergency. He added that many workers refused to take jobs they did not like.
