ALLEGED BREACH OF RULh£. By Telegraph.—Press Assn.—Copyright. Brisbane, Sept. 23. In the Assembly, Mr. Fihelly, replying to questions, said that the local agents for the Canastota did not, in accordance with the regulations, apply for a permit to load ft cargo of benzine before her departure. The usual inspection was not made during the loading and prior U her departure, the shipping inspector being unaware that the vessel was loading inflammable oil. Mr. Fihelly added that he approved of a recommendation that legal proceedings should be taken in connection with the alleged default.
