The Kenseikai party passed a resolution declaring that Japan should maintain the twenty-one demands on China and also insist on ail other engagements that China undertook being carried out. M. WakatBuki, manager of the party, stated an ultimatum to China was unavoidable, because she had cancelled the matters previously agreed to.
