The Daily Chronicle says the strangest navy in existence belongs to La-fvia, a newly-fledged State. It decided that it needed a navy to protect its long coastline and prevent smuggling, so it commissioned three armed tugs, The flagship being the old German guardship sunk in 1917 in Latvian waters, which has since been raised and renovated.

NORWAY’S TREATY WITH PERSIA.

Received August 31, 5.5 p.m. London. August 31. The Daily Telegraph’s Copenhagen correspondent states Norway has concluded a commerce treaty with Russia, involving recognition of the Soviet, but not interfering with the question of Russia’s debt to Norway, which the Soviet does not recognise.
