THE TREATY OF PEACE. RATIFICATION NEXT MONTH. OPPOSITION EXPECTED. By Telegraph— Press Assn.—Copyright. Received August 27, 12.15 a.m. Washington, August 26. The text of the German-American Treaty has been published. Article one provides that the United States shall have the rights and advan, tages specified in the American peace resolutions, including those stipulated for the benefit of the United States in the Treaty of Versailles. Article two defines the obligations of Germany respecting certain provisions of the Versailles Treaty. The United States preserves to itself rights under section one, part one, of the Treaty of Versailles, and parts five, six. eight, nine, ten, eleven, fourteen and fifteen.

The German-American Treaty further provides that the United States shall not be bound by the Versailles Treaty provisions relating to the League of Nations, and does not assume obligations under parts two and' three, section two to eight inclusive, of part four and part thirteen of the Versailles Treaty. The German-American Treaty conserves the United States’ rights under the armistice, its retention of German property in America and assures American nationals most favored nation treatment. The United States is en» titled to participate in the reparations commission and other commissions if it so desires, and it is agreed that diplomatic relations shall be resumed upon the exchange of ratifications. Then negotiations can be undertaken respect, ing commerce or other matters through ordinary diplomatic channels. The treaty cannot be ratified until after September 21, when both the United States Senate and the German Reichstag will be reconvened. It is believed vigorous and probably delaying, opposition will develop in the Senate, the Demo crats being able to muster considerable Republican support in a lengthy fillibuster. It is felt, however, that the forces supporting the Administration will be finally successful in obtaining a two-thirds majority for ratification.
