A message from San Francisco reports that Selig Shulberg, who claims to represent the Soviet Government, has given out the text of a Note which he says Tchitcheran has dispatched to representatives of Britain, France, China and Japan, in which Russia serves a warning that she will not be bound by the decisions of the Armament Confer-ence.—Aus.-NJZ.
