London, August 16„ The Daily Mail correspondent at Warsaw says that report is only accentuating the appalling brutality of the Bolshevik rule. Women commissars at Moscow, doped with cocaine, are killing through sheer blood lust. The Government ip only maintained by a regime of terror. The peasants are rising in the Ukraine against the Government corn requisitions. Refugees are trekking to Poland, gaunt emaciated spectres, many practically foodless for a fortnight. Butter is 15,000 roubles a pound, bread 6000 and potatoes 2000. ORDERS TO SHOOT PEASANTS. Received August 16, 10.5 p.m. London, August 10. It is reported from Paris that Communist regiments are being despatched to the interior of Russia with orders to shoot the starving peasantry who are trying to cross from one government to another. —Reuter Service. AMERICAN RELIEF. Received August 16, 10.5 p.m. London, August 15. A message from Riga states Litvinoff has advised the American commissioners that the Soviet will not allow any American who was in Russia during the revolution to accompany the rebef organisations. It is contended, this decision is due to the fact that Americans have seen and know too much and could not be deceived by the Bolsheviks.
