OUTLOOK MORE HOPEFUL. REPORTS OF GOOD HARVEST FOOD FOR PEASANTS. By Telegraph.—Press Assn.—Copyrigtt. London, August 11. The Berlin correspondent of the Daily Telegraph says that there le a more hopeful note in the Russian situation. Rains during July have improved the outlook in the Samara Government, resulting in a marked fall in the price of flour. In parte of the Kursk Government the scorched fields have been sown afresh with good results. The dispatch of grain from districts with good harvests has already begun on private initiative. The crops are very good in Turkestan, where a levy of corn is being made for the starving people. There are excellent harvests in the Tsaritzyn Government owing to the rainfall.
HELP FROM AMERICA. Washington, August 11. Senator King moved a resolution granting 5,000,000 dollars for Russian relief. CAPTIVES IN RUSSIA. A TERRIBLE EXPERIENCE. SUFFERINGS OF AMERICANS. The Daily Telegraph’s Reval correspondent states that liberated Americans tell extraordinary stories of their physical and mental torture, which are supported by visible evidence of feverish eyes, hollow cheeks and trembling hands. Captain. Fitzpatrick, of the Red Cross organisation, says he wtus reported to be crazy because he fought Polish prisoners who prevented air coming into the cells. A most terrible and horrible experience iwas his confinement in a basement cell next to the execution room. Captain Fitzpatrick added: “Our thoughts are for the thousands of prisoners of other nationalities who are slowly dying in unspeakable misery and torture.
