IRISH PEACE PLANS.

SLOW PROGRESS MADE. SILENCE OF DE VALERATHE UTMOST SECRECY. By Telegraph.—Press Assn.—Copyright. London, August 2. In the House of Commons, Mr. Chamberlain said it had been agreed, between the Premier and Mr. De Valera that, if the negotiations failed, reasonable notice of the termination of the truce would be given. The Premier was not prepared to make a statement relative to the terms offered to Sinn Fein. He hoped to make a public statement before the prorogation There are some misgivings over the prolonged deliberations by Mr. De Valera’s Cabinet on Mr. Lloyd George’s proposals. It was hoped that Dail Eireann would bo summoned this week to deal with the scheme, but it now appears that this is unlikely. The utmost secrecy prevails over tho events in Dublin Undoubtedly the British proposals entail some communication between De Valera and the Ulster political forces before the basis for an Irish federal constitution can be drafted, and possibly the absence of such conversations is accountable for the delay, or, on the other hand, Mr. De Valera may find difficulty in composing the divergencies between the moderates and extremists, within the Sinn Fein movement, especially with regard to dropping Republican aspirations for allegiance to the Crown.
