London, July 28. Japan’s reply to the invitation of the United States to attend the Pacific Conference was communicated confidentially to the Prime Ministers to-day. It is learned unofficially that the published summaries do not reflect the exact tone, but it is impossible to divulge details. The impression conveyed in conversation with delegates is that the answer is generally satisfactory, but when asked to indicate points they declined. One certainty is that a conference will be held to discuss Pacific problems.

The meeting place will not be Canada, although that would suit some of the Dominion Prime Ministers. It is expected that the time and place will be fixed during the week-end. Aii the Prime Ministers are observing strict silence, believing an indiscreet word would possibly precipitate difficulty. The indications are that the negotiations me progressing satisfactorily. It is suggested in some quarters that if a preliminary conference is hurriedly caFed the P-irtish and Dominion delegates could possibly be conveyed to the rendezvous by a fast cruiser, but recourse to such heroic measures is unlikely.
