Sir, —Mr. D. K. Morrison’s letters on harbor matters make ludicrous reading. His knowledge of freezing chambers may please his employers, but his harbor views certainly would not appeal (o unarine engineers or intelligent. harbor board members. The "outer harbor" scheme at its best would be an exposed concern and composed mainly of walls, and no one who observes the high seas racing between Moturoa and Mikotahl, during even a moderate gale, would be left in doubt as to whether a wall would stand in that exposed position without, necessitating constant repairs. On the other hand, we have in Mr. Blair Mason’s scheme a splendid harbor. With the breakwater-Moturoa wall completed, the whole of the present finished work would bo secure from every force save a great volconic upheaval. Should the space betw’een the said wall and Mikotahi be slow in silting, nature could be assisted, for, as the silting process advances, so the maintenance of the present breakwater ceases. Then we haye the foreshore wall running easterly beyond low water mark; with as many piers as you please running therefrom would give plenty of berthage for coastal boats. Harbor board iinembers will be. wise mon indeed if they follow the main features of Mr. Blair Mason's scheme.—l am, etc., PIERRE F. BURROWS.
