INCREASES IN TARANAKI. REPORT OF RACING COMMISSION. REASONS FOR CHANGES. (By Wire-—Own Correspondent.) Wellington, Last Night. The Racing Commiesion’s report was made available to-day. Dealing with Taranaki the Racing Commission makes ; jthe following recommendations: — I Taranaki Jockey Club—One additional I day, making two (Uys. Opunake Jockey Club—Oue additional (day, making two days. ! Stratford Racing Club—Two addition|al days, making four days. I AVaimate Plains Trotting Club —One | additional day, making two,days. • Taranaki Trotting Club (new) —One 1 dayThe Commission mentions that the I kennels and appointments of the North Taranaki Hunt Club need improving and the pack should be increased. Assur--1 ances should be obtained on these points, i The North Taranaki Hunt Club and the Egmont-Wanganuii Hunt Club are to I have one day each. Among other things the Racing Comi mission’s report states: “Upon the com'pletion of our inquiry, and after careful J and earnest consideration, we, in eomi plete unanimity, arrived at the following conclusions, viz.:— ’ (a) That it is highly undesirable, ; either by redistribution or licenses Hitherto granted or by the indue of addi'tional licenses or otherwise, to materially increase the volume of totalisa--1 tor betting in the Dominion. ! (b) That considering tha configuration of the Dominion and the scattered na . ture of its population the number of race days per year now permitted is not | excessive. j (q) That there are anomalies and injustices in the present distribution of licenses which eiamor for removal and revision. I (d) That the population basis for the I purposes of distribution is a fallacious lone, but that population is an important factor and . f.oukl have, due considI eratim in every carte. j (o) That'the ourlaying diidricts, espeI cially districts suffering under disabilities of isolation, should receive special I consideration. j (f) That to achieve any approach to 1 accurate justice a certain measure of reI distribution ia imperative, and the irsue 'of a certain number of additional li- ! ce ns e 3 i s una \ odd able.
1 (g) That to effect .his redistribution I and provide these additional Jicens' -?. i and remove anomalies and remedy inI justices now present without materially ; increasing the volume of totalisatcr : betting, it is inevitable that certain clubs enjoying privileges beyond their just deserts, or beyond the reasonable recreation requirements of, their respective districts, eiiould suffer curtailment, and that others who hare outlived their usefulness, or who are not really necessary to the district (hey purport to serve, should disappear from the rac- ! ing map altogether. /
(h) That with regard to what are ' called metropolitan elubu- it should be i recognised that the larger of'these clubs j are in a sense national institutions catering, according to high standards, not I only for the population in their immedi- •' ate vicinity but for the racing community at large, and should not bo. interiorjcd with unless for grave reasons, but 'that suburban clubs are in quite a diffeient position and are entitled to much I less respect and eonsdderation. i (i) That country clubs as a class are | entitled to more sympathetic considerai tion than they have hitherto received, it being in our judgment not only strict- | ly just but in the public intorc f that a > isufficiency of recreation should be : available for those living at a distance i from the larger centres, but that in certain areas quite an unnecessary congestion of country clubs was apparent and should to some extent be relieved. MORE MEETINGS. > AUCKLAND LOSES DAYS. A GAIN TO WELLINGTON. Wellington, July 23. The Racing Commission’s report was I to-day made available. The commissionj ers recommend that the number of days on which the totalizator may be used be increased from 289 to 316, made up as follows: —Racing clubs 223 (at present 214), hunt clubs 15 (at present 16), and i rotting clubs 7S (at present 59). J Auckland Joses six days’ ra?ing, made i up as follows:—Avondale Jockey Club, 1 four days; Otahuhu Trotting Club four ' lays;—total, eight day« less. Two days extra are given to the Auckland Trot- ■ ring Club. . The commissioners recommend that a | special departmental inquiry be 3ield regarding the Takapuna Jadkey Club, as . Ito whether this club is in any sense a i proprietary chub. The eonimissioneiv express dissatisfaction with the manner in which the business affairs of this club have been and are being adminio tered. Wellington gains four days, namely. one extra day to the Wellington Racing I Club and three additional days to the ‘ i Wellington Trotting Club, which at pre- j ■ sent has one day only. i Christchurch loses four days, which I I re taken from the Canterbury Park i I'rotting Club. j In the case of Dunedin there, is no alI i era bion. In the Taranaki district the Taranaki i Club receive* one additional day, making ! five; the Opunake Club one additional i day. making two; Stratford Club, two additional days, making four: the Waimate Plains Trotting Club, one additional day, making two; the Taranaki Trotting Club (new), one day. Speaking about the Racing Comm isI lion’s report, the Minister of Internal Affairs said it will be noticed that the i’ommission has recommended that in i regard to certain clubs, licenses should not be issued. So far as these clubs are i concerned, licenses will not be issued i i unless Parliament' rejects the report, in < ; which case further consideration will l he given to the matter and later dates j I will possibly be allocated for the meet- i I ings. The necessity for refusing licen- | ses in these cases arises from the fact j that if Parliament acquiesces in the re- i ! port there would not be sufficient days ’ j left for the remaining clubs if some days had been absorbed by some of the clubs ! that are cut out. i The Minister stated that none of the I additional licenses will be issued until Parliament has had an opportunity of AM rWL9i5j
