FORECASTLE IMPROVEMENTS. Afelbourne, July 7. There is already evidence that the expense incurred by shipowners in providing , first-class accommodation for seamen under the terms of the Navigation Act is not being appreciated by the men themselves. The captain of a vessel which has been refitted to comply with the regulations states that the men take no pride in their quarters. There are also several instances of additional ventilators which had been placed in the forecastle head of the ships to meet the requirements of the Act, being deliberately blocked by the seamen because the draught was too severe.
