DISARMAMENT.
FAVORED BY JAPANESE. CAREFUL HANDLING REQUIRED. By Telegraph.—Pre” Association Tokio, July 18. Mr. Takahashi, Minister of Finance, interviewed, said the Japanese Govern-, ment and people heartily favored the disarmament Convention but they must be careful to avoid the possibility of such convention causing future disagreement. Such results would lead to more friction and rivalry and greater armament expenditures. America, England. and Japan must either through conferences or negotiations come to seme agreement prior to the data fixed for this convention. There existed much misunderstanding, and some of it was inevitable, but again some had been inspired intentionally with sinister motives. The three nations must clear up all the points at issue and all the misunderstandings before a general conference. U.S. SENATE TO BE REPRESENTED. Washington, July 19. It is authoritatively stated that the Senate will be represented at the American disarmament conference.
