ARTERIAL ROADS.
NEW 7 BILL FORECASTED* By Telegraph.—Press Association. Wellington, July 13. A Bill dealing with arterial roads will bo one of the matters to be considered by Parliament next session. The Bill has been roughly drafted, but before submission to Parl’ament will be circulated amongst local bodies. It is anticipated the Bill will provide for the creation of controlling authorities vested with power to deal with arterial roads over wide districts. The controlling authority will lay down the lines of operation and provide specifications for the roadways to be constructed, but in some cases the actual work may be left to the local bodies, if they have adequate facilities. The crux of the •‘question, however, is not control, but finance. The arranging of finance will be the task of the controlling thority. Loan money will be used for new construction, and the funds for maintenance, payment of interest and sinking fund will probably be provided by levies on local bodies, supplemented l by Government grants. Some special taxation, including a tyre-tax, may be earmarked for the purpose of these grants.
