RYAN LIBEL CASE. By Telegraph.—Press Assn.—Copyright. Brisbane, July 2. Mr. Ryan is appealing against the recent verdict in his claim against the Hobart Mercury for libel. BUILDING IN SYDNEY. •Sydney, July 2. New buildings erected in 1920-21 reached the pre-war level. Over 9700 were erected at a total cost of £9,602,000. In 1914 the coat of 9928 buildings was £6,930,000. Since last January a shrinkage has been experienced, indicating diminished activity in the future. FEDERAL POLITICS. Melbourne, July 2. Mr. Cook announced a .£6.000,000 surplus in rough figures, the country spending £65,000,000 of the £69,000,000 estimated for the year. The previous surplus is untouched. The House of Representatives postponed the tariff debate on newsprint till Tuesday. Mr. Green suggests a flat rate of 40s per ton, making the British preferential tariff free. It was proposed by Mr. McGrath to increase the general tariff to 45 per cent, ad valorem. This was defeated by 23 to 14. ,
