Sir Joseph .Cook has announced that unless all tho States agree to the proposed wheat pool, the Federal Government will not assist. LABOR AND WAR. Melbourne, June 25. The Labor Conference passed a resolution that the settlement of international disputes by warfare is barbarous and responsible for untold suffering and misery, declaring in favor of the settlement of all such disputes by international arbitration, and recommending the workers of all countries to form councils of action. The resolution continues: As the Pacific is likely to bo made the cock, pit of the next war the Council of Action be instructed to get into communication with Labor organisations, particularly in countries bordering on the Pacific, for the purpose of preventing further wars.

The conference also carried a motion calling on the Government to cancel the compulsory clause in the Defence Act.

The conference laid down the basis for the establishment of Labor daily papers in ail the principal cities in Australia. each union to be called upon to assess each male worker at 10s, females at ss, and juveniles at 5s towards the scheme.
