Parr said: “I am not going to do anything to hurt the orphanages. A good deal of unnecessary steam is being blown oir or some of my friends in the churches. The policy is controlled by me, not by the department officer, whose report has caused some of my friends to get the wind up. Cabinet controls legislation in regard to orphanages. As a matter of fact there are only thirty-four orphans who have lost both parents, in a church or private orphanage of New Zealand, whereas in the State institutions there are more than 500 such orphans, mainly in splendid foster homes. 1 may remark, also, that private orphanages are saving money to the Government.”
