Mr. Massey intends to press for aiX early decision on the questions of Pai cific defence, the New Hebrides, State.# aided immigration, the relations of thej Dominions to foreign policy, ensuring permanence of the Shipping Committee t and the Dominion’s share of German reparations. He is also anxious for a, clearer understanding on the powers an 4 coat of the League of Nations. He regards the present state of affairs vraatisfactory, the League as ineffeci* ive and unduly costly. I Mr. Massey admits it may nut be poisap ible to obtain unanimity at the confect eiive on naval defence, but be will await developments before expressing his opixia ion in reference to the suggested, de* fence conference.
